Analysis Counter Integration w/ Core

TM & core need better integration in regards to analysis counters. If TM sends a separate counter for Stop Payments – set up in the TM Back Office – core is also incrementing A/A Item #11 for Stops. This then results in a duplicate charge. Core has discussed with TM but as of now it is not on the roadmap for development.
